Scope
The revision touched inspection intervals, incidental pressure allowances, and the assessment methodology for pressure cycling — each of which carries downstream cost implications for every operator who adopts it.
The interesting part
Standards work is mostly negotiation dressed as engineering. A clause that is technically correct but economically impossible does not get adopted, and a clause everyone can live with but that does not actually improve safety is worse than nothing.
Reconciling several hundred ballot comments into text that survives both tests is the real deliverable.
